Letter from the Project Manager

I want to say a heartfelt “Thank You!” to each participant in our disaster services program and for the services provided.  I also want to express appreciation for the family and friends that understand and support those that work extended hours and spend long periods away from home.  All of you have made 2011 a great year.  In the coming year, we at PB Disaster Services are inspired to continue our commitment in leading the inspection industry in creating innovative ways to enhance the quality of every inspection our team performs.

A Commitment to Quality

The 2011 Beth Mortimer Award Winner is Bob Harris (Inspector # P00189).   Bob started as a FEMA Housing Inspector in 1994 and has provided services as an independent contract inspector since PB's first award of the FEMA contact in 1995. His dedication to the project is demonstrated by his willingness to do whatever it takes to get the job done. He has a wealth of knowledge about the program which shows in every inspection he completes. His customer service with applicants is impeccable.  During his 16-year career Bob has been on 75 disaster deployments, including American Samoa, Puerto Rico, and NY following the events of 9/11. Having completed in excess of 21,000 initial inspections, and over 2,000 QC inspections, Bob would be considered by most accrediting agencies to be an expert inspector. He has completed every inspection type there is: Appeal Inspections, Re-inspections, Congressional Inspections, Media Inspections and Remote Inspections. He has also assisted with the Field Quality Assessor (FQA) Program and goes out of his way to help new/struggling inspectors by accompanying them on ride-along inspections or sharing his personal experience with them. According to Bob, "This program is about the applicants.  We need to do whatever is necessary within our program parameters to help ensure that their needs are met following a disaster."  Congratulations Bob!

PB Disaster Services Provides Recovery Services for Hurricane Irene and Tropical Storm Lee

As a result of Hurricane Irene and Tropical Storm Lee, PB Disaster Services was tasked by FEMA to provide inspection services for 9 new individual assistance disaster declarations. PB established field operations in Puerto Rico, Pennsylvania (2 declarations), New York, New Jersey, Connecticut, Massachusetts, New Hampshire, and Vermont. 

Hurricane Irene was the… 

  • first hurricane of the 2011 Hurricane season
  • first hurricane to make landfall in the United States since Hurricane Ike struck Texas in 2008
  • first hurricane to make landfall anywhere along the U. S. East Coast from Florida to Maine since 2005
  • first significant hurricane threat to the northeastern U.S. in two decades

Though Irene made its final landfall as a strong tropical storm, Irene was still large in size and severely impacted many highly-populated locations at the coast and inland from North Carolina to New England.  Hurricane Irene wound up by most estimates as one of the top ten most destructive and deadly hurricanes to hit the United States since 1980. Irene caused widespread destruction and some of the worst flooding in centuries. At least 55 deaths are blamed on the storm with 45 fatalities in the U.S.  The damage estimates in the U.S. exceeded $7 billion.

Hurricane Irene was quickly followed by Tropical Storm Lee which dumped 10" rainfall totals in 10 states from the Gulf Coast to New England causing severe flooding in the Mid-Atlantic States.  Additional and multiple declarations resulted.

Readiness Action Plan for Standby Inspectors

While these storms were developing, PB Disaster Services notified hundreds of disaster housing inspectors for standby status.  While waiting for the storms to pass, the damage to be assessed, and the disasters to be declared, PB Online Services continually communicated detailed standby updates to over 2000 inspectors. These communications included storm track updates, damage assessments and inspector readiness action plans.  These pre-deployment readiness action plans enabled standby inspectors to complete a combination of over 14,000 eLearning modules, webinars, virtual inspection exercises and readiness drills.

Because of the expanded scope of the multi-state declarations, the services of newer and lesser experienced inspectors were needed. These inspectors were tiered and deployed based on their experience level and completion of readiness resources. PB Disaster Services provided every newly deployed inspector with a detailed onsite disaster briefing and inspection exercise. Each new inspector was also assigned to a seasoned and highly skilled disaster housing inspector also known as a Field Quality Assessor (FQA). The FQAs were tasked with providing in-the-field mentoring to these newer inspectors with the goal of helping these inspectors to be successful. Five hundred forty eight inspectors were divided into teams and assigned to FQAs. The FQAs accompanied each new inspector on initial inspections, shared best field practices, reviewed inspections, and served as an in-the-field resource to answer questions. The FQAs helped to make a new inspector’s first deployment a positive experience.  The use of field quality assessors is a best practice and a proven success for significantly improving the quality and timeliness of the inspections delivered from the field by new inspectors.  The FQA program is recognized and valued by PB as an important and necessary component of field operations management.

A New Milestone for PB Disaster Services

PB Disaster Services has completed over 98,000 disaster inspections for the Irene and Lee declarations. While meeting these challenges PB serviced 21 active disaster declarations and had field operations in 16 states including Puerto Rico. These declarations not only included hurricane and tropical storm, but flood, wildfire and earthquake. This activity is the most open declarations that PB has been tasked with at any one time in the 16 years of servicing the FEMA Housing Inspection Services contract

PB Disaster Services would like to extend its gratitude and appreciation to all who demonstrated the willingness to prepare and respond to so many declarations over such a wide geography to large numbers of disaster survivors who needed assistance. The success of our collective efforts are acknowledged and praised by the FEMA Individual Branch Director for DR 4021 NJ who expressed the following … “I can’t thank you all enough for the job well done. I have not deserved the compliments that I have been given, it really has been all of you that have made this a stellar example of what FEMA can do, and the assistance that can be provided.  As a team, you have been one of the best that I have worked with in the many disasters that I have been deployed to.  It has been a privilege to work with all of you, I REALLY hope this will set an example of how an IA operation can be run smoothly and effectively, and how a GREAT team can produce superior results. Thank you all for your professionalism and efforts.”

Inspectors Prepare for Deployment with the PB Virtual Inspection Program (VIP)

The PB VIP is the latest addition to PB Disaster Services' suite of interactive online resources used to prepare inspectors for deployment.  The PB VIP provides independent contractor inspectors with the opportunity to practice disaster specific readiness exercises prior to deployment.  Using panoramas shot from the interiors and exteriors of real disaster damaged homes, virtual tours are created.  Inspectors use the PB VIP to explore these "virtual" houses, room by room, from their home computers. As the inspectors tour these damaged dwellings, they practice data entry and record the viewed damages using the FEMA Automated Construction Estimation (ACE3) software which is used by inspectors to record disaster damages while in the field.

The PB VIP offers three different levels of use ...

  • Level 1 - Inspectors may use the VIP to merely explore the FEMA ACE3 software
  • Level 2 - Inspectors may practice data entry into the FEMA ACE3 software from a written disaster inspection scenario
  • Level 3 - Inspectors may explore, room by room, a virtual three-dimensional (3D) house and record into the FEMA ACE3 software the viewed personal and real property damages along with ownership/occupancy verifications and unmet needs.

Multiple virtual tours and scenarios are available to the inspectors for practice. The PB VIP provides new inspectors with a unique hands-on opportunity to use the FEMA ACE3 software and to record damages in a "real" disaster damaged dwelling. The PB VIP also prevents veteran inspectors from getting "rusty" by enabling them to practice and stay current with their data entry and software skills in between deployments.

Inspectors who avail themselves to the PB VIP will be the best prepared to "hit the ground running" and to quickly begin recording and delivering high quality disaster inspections

Inspectors that are registered with PB Disaster Services may call PB Online Services at 866-317-9422 and request a session.  Prior to registering for this exercise, the inspectors will be given the opportunity to view an accompanying recorded webinar that explains the exercise and how to use the materials. Inspectors may then use the program to familiarize or reacquaint themselves with the inspection software, execute specific scenarios or perform a complete inspection. Inspectors may sign up for 3 hour blocks of practice time and may register multiple times.

PB Disaster Services Launches Regional Inspector Development Centers

The success of the field inspector’s performance is an essential key for ensuring FEMA’s satisfaction. In keeping with PB’s commitment to continual improvement and for developing innovative approaches to enhance inspector capabilities, PB Disaster Services has launched four Inspector Development Centers (IDCs).  PB Disaster Services recognizes that the online services e-Learning, webinars and virtual inspections alone are not able to replace the experience gained from performing disaster inspections on actual damaged dwellings. PB has opened four new IDCs to bridge the gap between the virtual and actual experience.  Each center consists of a fully furnished dwelling where inspectors can perform a complete disaster housing inspection using the FEMA ACE3 software  and hand held computer.  Each fixed facility has been designed and furnished to replicate different dwelling types and the typical disaster conditions which inspectors will encounter in the field.

The four IDCs are strategically located in Daytona,FL, Atlanta, GA, Fort Worth, TX, and at the PB Disaster Services headquarters in Winchester, VA.  Highly experienced PB field staff mentor and share proven best field practices as inspectors conduct these exercises.

The Daytona Florida Inspector Development Center opened November 15, 2011. This 1600 square foot dwelling is a 1-story ranch on a crawlspace and includes an attached in-law apartment. This IDC provides multiple inspection scenarios for addressing multi-family dwellings.  This facility is managed and operated by local resident and PB Field Operation Manager, David Jackson.

The Atlanta Georgia Inspector Development Center opened on December 1, 2011. This 1600 square foot  1-story home has a crawl/slab foundation and is managed and operated by local resident and PB Field Operation Manager, Robert Kamer.

The Fort Worth Texas Inspector Development Center opened on December 2, 2011. This 3000 square foot 1-story dwelling has a basement/crawl/slab foundation. It is located on 2.8 acres with multiple outbuildings.  The dwelling is accessed by a long dirt driveway with a low water bridge.  This IDC is ideal for assisting inspectors with road and bridge and mixed foundation inspections. This facility is managed and operated by local resident and PB Field Operation Manager, David Kerr.

The Winchester Inspector Development Center opened on December 1, 2011 and is located a block from headquarters. This 1640 square foot 2-story dwelling has a basement/crawl foundation.  It also includes a large two-car garage that can be used for inspector workshops.  The facility not only serves field inspectors but is used to introduce and familiarize headquarter employees with the field inspection process.  In a partnering atmosphere, FEMA has also begun using this facility as part of their in-house inspector development.

These four Inspector Development Centers are an integral part of PB’s commitment to the success of the field inspector. The IDCs will provide opportunity for inspectors, who have had quality deficiencies identified through field QC, to attend and receive one-on-one counsel to help correct their understanding and performance.  This mentoring by experienced field staff coupled with real hands on experience will provide new and inexperienced inspectors with the knowledge and experience to record quality and timely inspections. 

The initial response to the introduction of the IDCs has been encouraging.  The feedback received from the initial participants, including a large number of veteran inspectors, has been enthusiastic and overwhelmingly positive. It is the goal of PB Disaster Services that every inspector be well prepared and to have the ability and confidence to perform to the quality standards defined by the FEMA IHP Inspection Guidelines. The Inspector Development Centers will help fulfill this goal.
